The Home Office’s partner, Ecctis, has updated its verification process for overseas qualifications, introducing the Qualification and Language Service (QSL). This service replaces Ecctis’ previous Visa and Nationality Service and brings significant changes to how overseas qualifications are assessed for UK visa applications.
This article outlines the key updates, what they mean for employers and applicants, and how best to proceed going forward.
What’s changed?
New service structure
The QSL will offer the following services:
- English Proficiency and Qualification Comparison – this service assesses whether an overseas qualification is comparable to a UK degree (for example, a UK Bachelor’s, Master’s, or PhD). It also evaluates the level of English proficiency required to complete the qualification, using the CEFR scale as a reference.
- Qualification Comparison Only – this service is designed solely to assess whether an overseas qualification is comparable to a UK degree. It is particularly useful when claiming PhD points as part of a Skilled Worker visa application.
Verification process
All QSL applications now include a mandatory verification check. This means that Ecctis will contact the awarding institution to confirm the authenticity of the qualification. Please note that this may cause delays if there are difficulties in obtaining a response from the institution.
No fast track option and updated fees
Ecctis previously offered a fast-track service with a processing time of 1 to 2 working days. However, this option has now been withdrawn. All applications are currently expected to take up to 20 working days to process, regardless of the type of check required
The cost of the application will now be £210 plus VAT irrespective of the service being applied for. This was previously the fee for PHD checking, however the fee for qualification and English proficiency has seen an 50% increase in cost, previously costing £140 plus VAT.
Automatic closure of application for lack of response from the awarding institution
If the awarding institution does not provide verification within 20 working days, the application will be automatically closed. Ecctis will not issue a refund in such cases.
Unique Ecctis code required for visa submission
If the application is successful, the applicant will receive a unique code via the Ecctis portal. This code must be included in their visa application to the Home Office.
What should employers and applicants do?
- Plan ahead: With longer processing times and no fast-track option, it is essential to submit applications as early as possible and at least two months before the visa application submission date.
- Contact the awarding institutions: To minimise delays and avoid automatic closure of your application, applicants should be proactive and contact the awarding institution to let them know that Ecctis will be in touch to verify their degree. This should help ensure the process can be completed as swiftly as possible.
- Consider alternative routes: In some cases, it may be quicker and more cost effective to take an approved Secure English Language Test, especially if a visa or start date for employment is imminent.
