Further to the announcement in the Budget, the 27 March 2012 saw the publication of the Governments widely anticipated National Planning Policy Framework (NPPF), heralding a new era of town and country planning in England. The FWMA 2010 received Royal Assent on 8 April 2010 and contains provisions relating to many areas including the following: • sustainable drainage; • flood and coastal erosion risk management; • the safety of reservoirs; • a special administration scheme for water companies; and • the provision of infrastructure for the use of water undertakers or sewerage undertakers.

The Localism Act 2011 ('the Act') received Royal Assent on 15 November 2011 and will effect major changes to the planning system. Significantly it gives new powers to local planning authorities ('LPAs') to take enforcement action against concealed breaches of planning control even after the expiry of statutory time limits. While many of the measures of the Act are not due to come into force until April 2012, the implications of this particular measure are clear for those deliberately concealing breaches of planning control.

A new piece of planning legislation is due to come into force in England on 1 October 2011 which will update "permitted development".

The CRC is a mandatory scheme aimed at improving energy efficiency and cutting CO2 emissions in large public and private sector organisations. These organisations are responsible for around 10% of the UK's emissions. We look at how this will impact the retail sector.

The March 2011 Budget saw a further step taken toward the creation of a workable definition for zero-carbon homes. The Zero Carbon Hub has a lead responsibility for delivering homes to zero carbon standards by 2016 and it saw the government endorsing its final recommendations for the Carbon Compliance levels of new homes.

The government introduced the CRC Energy Efficiency Scheme, a mandatory emissions trading scheme,  in April 2010. How does the scheme work?
