Mark joined Michelmores in August 2006, having qualified in 2002. He specialises in advising on planning and environmental matters and on regeneration.
Mark has acted on a broad range of planning matters, including s106 and s278 agreements for large commercial and residential developments, and on technical compulsory purchase advice for local authority and developer clients. He has advised on infrastructure projects delivered by TWA Orders and Acts of Parliament. Mark has also acted as a Parliamentary Agent at House of Commons Select Committee and acts for clients at a range of public inquiries.
His environment experience includes advising on minerals, contaminated land, licensing and permitting issues, landfill, waste and water. He has a particular interest in brownfield development. He also undertakes defendant criminal work for environmental law prosecutions.
He has worked on a range of renewable energy projects across a variety of technologies including solar (photo voltaic) arrays, wind turbines, landfill gas engines and anaerobic digesters. He negotiated the heat and power supply agreement for the first large scale district heating system in the country (based around a biomass CHP energy centre) which will serve 1.4 million square feet of commercial space and 3,500 homes.
Mark acts for agricultural clients and estates on matter of regulation, environment and planning advice. He deals with regulators and enforcing authorities during negotiations and, when necessary, will advise clients during the investigatory phase, interview under caution, and defends prosecutions.
Mark regularly assists the Projects Team with specialised aspects of transactions, including advice on environmental and planning matters.
