Jason qualified in 1997 and joined Michelmores in 2008.  He was promoted to Partner in Michelmores' Projects team in 2011 and is Head of Procurement and Competition.  Jason specialises in Procurement, Competition, Merger Control and State Aids law.

Procurement

Jason provides commercial and pragmatic procurement advice with a fast turnaround.   He has a wide client base and acts for local authorities, central government departments and public sector bodies in the education, health and emergency services sectors as well as private sector contractors.  Jason actively advises and supports his clients throughout the procurement process, using his experience and knowledge to work in partnership with the client to deliver a successful and positive outcome.  Jason regularly provides advice and assistance in relation to the drafting of procurement documentation (OJEU Notices, pre-qualification questionnaires, invitations to tender etc.) and can also advise when procurement procedures go wrong, including in relation to potential challenges. He has particular expertise in relation to the procurement of student residences, ICT and superfast broadband projects

Competition

Jason heads the Competition Team, assisting businesses with their competition compliance needs in both a UK and EU context.  Jason conducts competition audits and advises on the competition implications of agreements, practices and ventures.  He also supports and provides guidance to businesses with dominant market shares on the constraints of both EU and UK competition law.  Jason leads the Michelmores' Dawn Raids Team, offering a rapid response service to businesses with centres in the South West in the event of an unannounced visit from the competition authorities.

State Aids

Jason provides bespoke advice to his clients on state aids issues whether in relation to a particular project or as and when they arise.  He assists and advises regarding the requirement for and the preparation and submission of state aids notifications.  Jason acted on the Cornwall Next Generation Broadband project, which attracted considerable funding from the European Regional Development Fund, the largest investment of its kind from the EU.
In addition to client matters, Jason regularly conducts training seminars and talks on procurement and competition issues.
